Latino Policy Forum Request for Proposals: Compensation Analysis

Mission

The mission of the Latino Policy Forum (“the Forum”) is to build the power, influence, and leadership of the Latino community through collective action to ensure the well-being of our community and society as a whole.

Equity-centered Consulting Opportunity

The Latino Policy Forum seeks one, or a pair of, results-driven consultant(s) to partner with our Chief of Operations to lead our internal compensation analysis. High preference for those with a history of successfully driving forward this type of work forward within similarly scoped non-profits. Consultant(s) may choose to submit a proposal for all or parts of the scope of work, and/or apply jointly with another consultant. If the consultant does not apply in a pair, they will be asked to work collaboratively with another consultant to balance out the scope of work, if they cannot perform the full scope of work themselves.

Past Compensation Analysis Work

Although the Forum conducted a compensation analysis in 2018, it is requesting a full scope analysis be performed to account for changes in market. In addition, the Forum would like to supplement its compensation analysis with an equity assessment to develop a more holistic understanding of its current compensation structure and develop a plan rooted in equity moving forward.

Project Goals, Scope of Work and Deliverables

Establish a plan to create pay equity for all staff through a compensation and equity assessment of the Latino Policy Forum.

The Latino Policy Forum requests proposals for the following services:

1) Identify salary benchmarks against peer organizations (i.e. market) Completion of total compensation survey and report, with benchmarks for each job class, that is calibrated by utilizing national peer groups, including regional policy organizations.

2) Analyze true compensation, inclusive of benefits, to determine value proposition and equity score Completion of an equity assessment and report that determines value of the Forum’s total compensation, creates equity metrics and milestones to advance the Forum’s compensation structure, and gathers and analyzes staff feedback as qualitative data through a combination of surveys and interviews.

3) Create career pathways and accompanying salary bands Design of a job classification and long-range compensation system followed by an assessment and report detailing a proposed recalibration of staff against new system, with milestones. Project Goals, Scope of Work and Deliverables cont.

4) Develop clear policies for promotion and evaluation Development of a set of formal policies to guide future hires, promotion, and salary adjustments to be included in Staff Handbook.

Process

The first and second projects are to run concurrently and are applicable to all full time and part-time staff of the Latino Policy Forum. The third and fourth project should reflect a culmination of both prior projects and result in a compensation analysis that drives equity forward within the organization.

Timeline

We request that consultants create a timeline that allows for rich data analysis and thoughtful implementation of a new system with accompanying system. Ideally, this complete process will take between 6-8 months (before Summer 2022).

To Express Interest

Qualified consultants are invited to submit their proposal for consideration by September 1, 2021.

Proposals should include:

• Potential timeline and proposed sequence for each scope of work, and estimated cost per phase/deliverable

• Clearly identify a plan for collaboration, if not performing complete scope of work

• Frameworks or methodologies utilized to perform an equity analysis and implement equity plans

• Relevant recommendations or descriptions of similar past projects completed, and lessons learned Proposals should be submitted to Melissa Flores at mflores@latinopolicyforum.org.

Finalists will be notified and invited for an introductory conversation by September 7, 2021.
