Andrés Palomo

Andrés Palomo is the Senior Housing Policy Analyst at the Latino Policy Forum, the only organization in Illinois dedicated to advancing equity for Latinos through policy advocacy, leadership development, and civic engagement. In this role, Andrés analyzes local, state, and federal housing policies affecting Latino communities, develops policy and advocacy strategies, and works with community organizations, government partners, and other stakeholders to advance equitable access to safe and affordable housing. He also supports the Forum’s Housing Acuerdo, a coalition of community-based organizations working to strengthen housing resources, policy knowledge, and advocacy across Illinois. Andrés joined the Forum in August 2026.

Andrés brings more than two decades of experience in public policy, advocacy, program development, research, and coalition building, with a particular focus on housing instability and homelessness prevention. His work has included developing and advancing policy initiatives, mobilizing community members and people with lived experience in the advocacy process, conducting program evaluations, and building partnerships with nonprofit organizations, government agencies, elected officials, and philanthropic partners. He is particularly passionate about connecting housing policy with education, economic opportunity, and other systems that influence the long-term stability of families and communities.

Prior to joining the Forum, Andrés held leadership and policy-focused roles at national organizations, where his work included overseeing federally funded housing and homelessness programs, program quality improvement, data and evaluation, and advocacy initiatives serving young people and families experiencing housing instability. He has also worked on initiatives focused on preventing student homelessness and improving educational outcomes for children, youth, and families experiencing housing instability. Earlier in his career, Andrés served as a Fulbright-Clinton Fellow in Guatemala, working with government ministries on public-sector initiatives.

Andrés holds a Master of Social Work from Fordham University, with a concentration in research methodology, and a Bachelor of Science in Biology from Villanova University. He has also completed executive education in nonprofit leadership and financial stewardship through the Harvard Kennedy School and additional training in equity and inclusion.
