CHICAGO — On Friday, July 24, the U.S. District Court for the Southern District of Illinois, sided with the federal government and issued a ruling blocking access to in-state tuition rates and financial aid for eligible undocumented students in the state.

Latino Policy Forum Director of Higher Education Policy, Dr. Jennifer Juárez issued the following statement:

“Every student, regardless of immigration status, deserves the opportunity to pursue higher education. By restricting access to in-state tuition and financial aid opportunities to undocumented students who have grown up in Illinois, graduated from our schools, and consider this state their home, this ruling creates new obstacles for young people to achieve their dreams of a higher education.

“Undocumented students who have grown up in Illinois have deep ties to our state and already contribute to our economy. They fill essential roles in key industries, contribute to state and local tax revenues, and help meet the workforce needs of communities across Illinois. Expanding access to affordable higher education is a practical investment that develops a more skilled workforce, strengthens our state’s economic competitiveness, and helps employers fill critical jobs. Enabling talented students to earn college degrees allows Illinois to maximize the potential of people who are already part of our communities, supporting long-term economic growth and a stronger return on the state’s investment in its future workforce.

“While we assess the full impact of this decision, we at the Latino Policy Forum remain steadfast in our commitment to expanding educational opportunity for all, regardless of immigration status and will continue to work with students, families, educators, advocates, state agencies, and policymakers to advance solutions that strengthen Illinois.”
